Digital DeYang Civil Management System is an application of network-based GIS system for helping civil management. It combines information technology with decisions and management in government daily work by using technologies such as spatial analysis, web geographical information system and spatial database. It provides methods of searching and analyzing for the government leaders by supplying foundimental civil data of DeYang, such as spatial civil data, special theme data and statistics data. It goals for pushing forward DeYang government informational construction, optimizing and making conformity of information resources of the government departments, as well as helping decisions and managing for the government instructions.From the beginning, the function of WebGIS is not strong enough to take the place of the traditional C/S-structured GIS application. Nowaday, however, the B/S-structured GIS application has stepped into the Four-Level-Structure application as Browser,Web Server,Application Server and Data Server. In the new mode, the application server is distinguished from the web server, while second development and extra functions are also allowed. The applicaton server is often based on or directly sealed from the Remote-Calling-Supported component GIS platform, which provides the possibility to accomplish complex and massive GIS services via internet.This system is designed on the base of ArcIMS as the map server and the ADF (ArcIMS Application Developing Framwork) as the chief developing tool, after researching and studying the relative WebGIS developing technologies, as well as lots of references both domestic and abroad. First, the relative information on WebGIS, ArcIMS and Web ADF is introduced. Then, after analyzing the system requirements, both the system structure and the database structure is thoroughly designed. The system functions was fulfilled by using technologies such as Web ADF, VB.Net, JavaScript, ASP.Net, ADO.Net, HTML and the Oracl database. The functions includes not only the basic and advanced GIS functions (such as spatial analyzing), eight special theme functions, but also the TCP/IP wireless communication between the control platform and the PDA terminals.
