Network Information Policies And Regulations To Implement Efficiency Study

The network information policies and regulations are the important means for country to deal with the macro-level information management , the effective implementation of network information policies and regulations is the key for policies and regulations to influence the social life. Surveying related domestic and foreign literature comprehensively, every developed country such as Europe or America continues to improve information industries'policies and regulations, and it also has given much attention to the effect of implementation of policies and regulations, and it has made the objective appraisal of its implementation. However at present our country excessively pays much attention to legislate the network information policies and regulations, and it has not placed the implementation of network information policies and regulations the proper theory and practical position, especially there is no related research about the efficiency of implementation of network information policies and regulations. Therefore, this article attempts to survey the present conditions of network information policies and regulations of our country, and selectively bases on the successful oversea experience, and makes the objective appraisal and gives the corresponding countermeasures, and makes them comply with the development of the practice of network information, and finally constructs the system to appraise the efficiency of implementation of network information policies and regulations. This article wants to break through the limitation of the academic field that neglects the efficiency of implementation of network information policies and regulations.
