With the concept of tax service gradually deepened, establishing a taxpayer demand-oriented tax service system will become the main direction of the future informatization development of tax authorities. In terms of the query function of the tax laws and regulations query system, the traditional system can only uses the query entry such as title, text, published agencies, publication date, etc.In addition to the targeted using, the general meaning cannot mobilize the taxpayers’ enthusiasm to study and abid the laws and regulations. Therefore, how to make taxpayers can query the relevant tax policies suited to their business quickly and conveniently in the vastness of laws and regulations and how to make the tax laws and regulations query system defines more humanized definition is the key to such a query system growth. To further enhance service quality and efficiency of tax, the various parts of the provinces and local taxation integrate various online tax system currently, whose purpose is to re-query planning and design of electronic tax system, make inquiry of tax policies and regulations more targeted, convenient and accurate.This thesis, combining with the idea ofsoftware engineering is focus on full-text search function capabilities, it introduced requirements analysis, system design and work aiming at tax laws and regulations for the indexing system of massive data.The following are the main contents of this thesis: it introduces the key technology and design method of system needs, and analyzes the scientificity and reliability of these technical methods. It also analyzes the system with the UML method, describes requirements with UML using cases diagram, and analyzes the overall needs of the system, the various functional requirements and non-functional requirements. System design is based on functional requirements, including overall design, introduce of key algorithms and key function module design. The system is divided into three modules, namely, tax law query module, which includes a simple query and advanced query; system management module, which includes a batch operation category management, user management, password management, and laws and regulations; maintain regulatory information, which is Key modules of the system, includes modifying and deleting entry, regulatory information audit, regulatory information regulatory information. Among them, the thesis focuses on the analysis of the corresponding demand, full-text search is described in detail. System code architecture and system functions show. In the function display, we demonstrated the system main page, simply retrieve the provisions of the tax laws and regulations and advanced search, as well as online reading and downloading functions; also includes background system maintenance, mainly to maintain and uphold the law and regulations as well as information systems some of the major features.Query the system of tax laws and regulations, decision support systems and the real possibility from the start, providing a tax and industry policy query functions and special features are more high-level query and industry-oriented approach of taxpayers, more direct effectively to help business decision-making, financial management services, has achieved some results, the implementation of tax laws and popularity provides a convenient and efficient way.
