Earthquake disasters are very serious in China, especially in Yunnan Province. A system with wholesome, good, crack and highly active earthquake emergency can greatly improve ability against the earthquake and reduce losses of people and properties. The post-earthquake emergency after a damage earthquake is a major content for the headquarters of earthquake resistance and disaster relief, and the basic database of earthquake emergency is the base and center for the seismic emergency, earthquake resistance and disaster relief. Therefore it is needed to introduce the new technology and methodology from other sciences to guarantee the progress, scientificalness and rationality of the seismic emergency database.With the increase of the spatial information needed by the people the spatial database based on GIS and database technique has been developed rapidly, which represents the developing current of IT in GIS at present and the near future. The earthquake emergency events have strong needs to the spatial information the spatial database based on GIS can solve these problem, which is the studying significance of this paper.The studying contents of this paper involve two aspects: one is the design of the spatial database for earthquake emergency; another is the construction of the spatial database for earthquake emergency.The key points of the spatial database for the earthquake emergency are provided correct basic seismic information, background information in the seismic area, information of disaster losses and reference opinion for the earthquake emergency, help the leaders to make perfect countermeasures to the emergency, insure to do rapid response and commanding decision in the earthquake and after the earthquake, and better utilizing the rescuing forces to reduce the seismic losses.Combining with the needs of the commanding decision of the earthquake emergency the construction of the spatial database system is based on the software engineering technique, computer network technique, GIS and spatial database technique, utilized the ArcGIS as the operating platform of the seismic spatial database, token the Oracle as the storage platform of the spatial database, and used the ArcSDE as the conversion middleware between the database and GIS system.The designs of the spatial database include data structure and data application. The design of the data structure mainly has concept structure, logic structure and physical structure. The earthquake emergency data in Yunnan are composed of 9 kinds, such as the basic geographic data, social-economic data, seismic basic data, seismic disaster assessment data, background data of disaster impact, data of disastrous correlation factors, data of disaster relief reserve, emergency link data in earthquake and earthquake emergency preplans. The 9 kinds are divided into 39 sub-kinds, including 65 data tables and more than 20 spatial graphs. The spatial database includes technical line, data quality control, database construction and data storage. The database construction is divided into space access and building table space and user's database, storage of the space vector data. In working practice the database has been tested, analyzed and applied. The conclusions of this paper are that the data in the earthquake emergency database in Yunnan can be taken as the references of the emergency assistant decision, the spatial distribution maps are convenient for the direct and scientific decision and the data with multi specialties can play great role in multi disasters. It exceeds the database based the RDBMS structure built in the past, such as extensity, visualizability, revelation, expansibility and stability. The practice has testified that the spatial database for the earthquake emergency based on GIS is suitable for the application in the earthquake emergency.Something should be perfect in the paper is that the emergency service and data update mechanism should be studied deeply in order to strengthen the studies of data digging and data warehouse for the database accessing.
