Based on the relationship between the library and social education, the thesis probes into the acknowledgment and practice of library social education function, as well as its significance in modern library history of China, especially the influence of the social education thoughts on the vicissitudes of the modern library concept, and the guidance of modern library concept on the library foundation in the end of Qing Dynasty.Owing to the urgency of the current political situation, the polularity of social education thoughts, and the acknowledgement to the weastern library, especially the acknowledgement to the relations among the library, the civil education and the country prosperity, the library concept which took introducing civilization and dredging intellectual faculty as the main content had been established and got universal support when the government practiced the new policies. The authority's emphasis on mass quality and its utilization to the library were exactly derived from the social education thoughts and the library concept of that time. And on the cognition and practice, the government worked in concert with the concept and experience from the intelligentsia with the aid of the thoughts and concept which acclimatized to the spirit of the times and nation reality. Emphasizing on the social education thoughts which were included in the public speeches and activities made by the intellectual circles and government, the thesis investigates the changes of modern library concept of china at that time, the origins why the library was advocated by all circles, the social education aims the Qing government cherished, and its significance in modern library history of China.
