With the rapid development of Internet in the world, network application,especially the application of multimedia video conference and distance learning, utilizingmulticast can save a large amount of bandwidth while transmitting the multimedia datamore. However, it will cause more and more serious congestion problem. Multicastcongestion control is necessary in avoiding congestion collapsing and ensuring faircompetition in bandwidth with unicast. And it is assure that the control of importedcommunication flow can achieve the balancing situation between avoiding loss ofpackets and high throughput of network. But we need to consider the congestion shaking,stability of system, of the nodal occupancy volume of buffer of the network whilecontrolling. While the stability of system, it can prevent the lost of data packets causedby shaking, and can raise the throughput of the network system by utilizing rapidly whenthe network usable bandwidth increases.Because of enormous complexity, the research of congestion control can't satisfythe formal subjective analysis method already. In order to design a new congestioncontrol algorithm, the research on congestion control has basically been turned to strictmathematics dynamics analysis, which analyze existed congested steady state anddynamic performance with the aid of nonlinear kinetics method, control and optimizationtheory. The main objective of the article is to get better congestion control method bymonitoring network of campus, on which apply modern control theory and method-Schur-Cohn criterion and Routh-Hurwitz stability judgement method. It also put forwardnew design method of single speed congestion controller driven by sending end anddiscuss how to utilize single speed congestion control method based on multicast toregulate sending speed of multicast letter source end node and make sending speed ofletter source end node prone to be steady in the area, branch node buffering occupancyvolume prone to be steady.Results show that these congestion control designs make the performance ofinternet prone to be steady and be in a good state.
