By applying the advanced computer and network communication technology, the better quality and service of telecommunication can be supplied. The General Bureau of Chinese Telecommunication decided to take the construction of pricing and balance system of mobile phone of each province as the prior main project; and in order to improve the general service quality of mobile balance network, it is decided to plan and construct this system under one unified blueprint and standard.This essay divides the whole Mobile Billing Balance System into three levels: The base level is the Collector of various data, whose function is to collect billing information from different datum equipments and to store the information into the file; The second level is Billing Balance Processor of the data, whose function is to delete the repeated billing, set the price, analyze the billing balance and work out the final balance statistics and store them into data base; The upper level is The System Management Mode, whose function is to inquire balance and print out the balance report, etc.Insight research and exploration have been made for the engineering principle to do balancing between network and the technology realization of Mobile Network Balancing System, including the designing principle of datum drive and the design and realization of Repeated Billing Deletion Function.Based upon the theory research and in order to meet the need of the corporation, the author developed this Mobile Network Balance System and put it into operation. This system supports balancing between mobile GSM and ChinaUnicom mobile, balancing between mobile GSM and regular telephone and balancing between Mobile GSM and ChinaTietong regular telephone and ChinaNetcom regular telephone. This system put the business and management into operation by providing telephone bill collection, telephone bill pre-processing, repeated billing deletion, billing analysis, balance statistics, wrong billing recollection, inquiry and report print out, etc. This system is applying the three level mode and according the need of the designing object, has made realized of the technology of datum drive.
