The mineral resources are non-renewable, limited and precious. The development and usage of mineral resources have an impact on each department of national economy. The mining rights are items of power which derive from the mineral resources, which endow the mining rights person to carry on prospecting, development, mining and so on.How to availably manage mining rights, and make maximum use of mineral resource is an urgently problem needs to be settled. The most important work content of the mining industry department information construction is to enhance the mining rights management efficiency by the information technology. At present, mining rights systems used in the majority of our country are distributed by Ministry of Land and Resources. These systems can accomplish business and use data effectively in different degree. But there are series of problems. For example, The function does not work systematicly relatively; Use of data is of low degree; The data share is difficult; It is no way to use big architect's scale graph data ; The software renewal is restricted. With the popularization of gis and workflow technology in different fields, author realized that we will solve the problems if we combine gis and workflow technology , construct uniform GIS-Document Workflow platform , and develop mining right system based on it.The paper discusses the problem in the construction of present mining rights system , explore the necessity of establishing the mining rights system based on GIS-Document Workflow platform , analyses characteristic and present situation of the mining rights. Based on the GIS-Document Workflow and its platform study status, the paper brings forward the mining rights system frame, designs the system, such as database design, system function module design, data and function analysis design and so on. Finally, we set development research of mining rights system in Department of Land and Resources of Jiangsu Province as an example to confirm the feasibility of GIS-Document Workflow platform.
