Recently,as the need of the orientation and navigation for the civil and the military has been rapidly increasing,most of the country had investigated a lot in RNSS. Nowadays, RNSS has got a rapid improvement. Its applications have extended from earth and oucean to the air and outerspace, and form merely military navigation and position to a bran-newly customized position service.This subject is to simulate the signals sended by a satellite, so the one who develops receicvers can test their products without the real satellite signal. Therefor it reduces the research time, and gives reference to the design of practical satelllite signal generator. To simulate the various situation that the recivers may confront,it is necessary to have a wide range of power control,which is from -153dBm to 5dBm in this paper. Because of the requirement for the real time bandwidth of the satellite communication, there must be a nice performance of group delay. By the way, this subject requires the ripple of the group dealy must be less than 2ns.First of all, the development background of the RNSS has been stated. Then, the system view has been performed. The key of this paper is the constant group delay filter and the delay line is given as followed. Finally ,the design of some of the small parts and ultimate testing results are presented.
