Video communication becomes an important part of multimedia technology due to itsvisualization, veracity and vitality. Streaming video has been studying a lot in videocommunication.Though the scale of network is expanded continually, more requirements forbandwidth by streaming video can't be met satisfactorily. Scalable video coding solves thisproblem partially. But the network equipments such as switches and routers, don't supportscalable video coding, and limit the use of scalable video coding.This paper analyzes and designs a scalable video coding packet marking policy, basedon researching on the development of scalable video coding and representing the moststudied scheduling algorithms of switch. It includes analyzing and designing a markingfield, which can make switch support scalable video coding easily; extending RTP protocol,which can make field mapping more easily, and can implement dynamic priority;designing a RTP/RTCP transmit framework based on the marking field and extended RTPprotocol discussed above; extending Congestion Rate Feedback Congestion Controlalgorithm, which can make it fit for scalable video coding. At the end of this paper, weperform an experiment. It simulates a network environment which loses packets, comparesthe marked scalable video coding with no-marked scalable video coding by testing the stillobject, human head and motive object video sequences, and processes a test under differentpriority series. The results of this experiment illuminate that our marking method canimprove the network adaptability of scalable video coding, and help maintain theintegrality of video at end user.
