With the rapid development of the Internet, many kinds of application based on the Internet have arisen. Computer network technology and streaming media technology have been introduced into English teaching and are playing an increasingly important role. Having broken the traditional limits of time and space, the technologies are important means of constructing the advanced study system. This topic-based group, in view of the practical application in current college English educational reform, proposes an experiment language teaching system model with distributive features and video-on-demanded functions. The model fully uses the existing teaching equipment, expands the functions of original language laboratory, maximizes the teaching resources sharing, and simultaneously enhances the stability and the reliability of the system. To satisfy the needs of massive campus users, this thesis proposes a kind of load balance strategy which has the geographical position and the time concept and can solve the joint operation problems among the multi-servers. It elaborates its working principle and concrete realization method. This thesis consists of seven chapters. Chapter 1 deals with the practical application of hardware in current college English teaching and analyses the major problems in the use of the hardware; Chapters 2-4 talk about the main network technology points relevant to the use of the hardware; Chapters 5-6 discuss the line of thought in designing distributive language lab teaching system, composing parts and the realization method through supportive software; the last chapter gives a presentation on the experimental application in Foreign Languages Visual & Audio Center of Zhengzhou University.
