Along with weather meteorological science and technology service level unceasing enhancement, meteorological science and technology service statistics report forms have also been changing and improving in many ways, such as filling method, data format, sending way and frequency. In the past, the paper report forms were filled by hand; there was only one datum that was total income in each form, post office was in charge of sending the forms once a quarter. But now everything is changed. The paper forms has been replaced with electronic forms, post office transmission has been replaced with network, the sending frequency has increased to once a month, and the data have become more complexity and detail, including many weather meteorological service and technological projects. At present including lightning protection, the television program, the short message in mobile telephone, telephone number 12121, celebration, specialization weather meteorological service, hotel data and so on.Although the requests on the weather meteorological science and technology service statistics report forms has been enhanced, the present statistics ways and means have not been improved correspondingly. Each city bureau statistics the data of each county bureau belonging to, province bureau receives data from the city bureau and checks it. Province bureau pursues again the data that statisticsed each city bureau, statistics worker must read every form and record each data by hand, and then compute the result. All works have done by hand and hence work efficiency is very low. In addition, the works have great capacity, but most of which are repeating and less technique. It is easy to make mistake for the workers because that they must face to a great deal of data. The credibility of the data is decreased, which works on the statistical result and influences the decision-maker to make a judgment."The meteorology science and technology service report form statistics system of Shandong Province" will use unified, with the same contact surface with original EXCEL form, which will avoid studying again to the worker, reduce the workload and enhance the working efficiency. This new system will increase the data reliability, it is important to establish the rules on meteorology science and technology, to manage the whole province meteorology science and technology, to support data and so on. All of these will make a contribution towards the meteorology enterprise of Shandong.This system has some characteristics that different to the past system. The following is the characteristics.(1) Interface: "The meteorology science and technology service report forms statistics system of Shandong Province" uses unified face that is same as the original EXCEL, which reduces the inconvenience for operator to study again.(2) Program language: This project uses the Visual Basic 6 to program; the stored data are encrypted according to form of MICROSOFT ACCESS database;(3) Functions: This project uses the unified interface, every county bureaus, city bureau and the province bureau all can use the corresponding function under the identical interface, the functions include data local storage, data uploading, receiving the data from the subordinate weather bureau, receiving data of province weather bureau. In addition, collection, statistics, inquiry, verification and create the Excel table is also the function of this system.(4) Data transmission: All transmitted data are encrypted, and then e-mail to province bureau through the NOTES mailbox that the whole province using at present, which not only save the cost, but also reduce the complexity of the work, enhance the working efficiency.
