The road network of Zibo is an important content of the municipal infrastructure of Zibo. In recent years, with the rapid development of the social economy of Zibo, the scale of the road is expanded constantly; the relevant information materials and the data of the road are increasing fast as well as its management grows much harder than before, which makes the information management level and the means of the road network of Zibo face a new demands and challenge. But the management of Zibo's road network and transportation facilities lags far behind its economic development, and the handmade management is still the basic method for most maitain information. Relying on human brain and consulting base map by hand to manage the road information, this methods is not only difficult to realize fast, accurate, high-efficient storage , management, query, count and analyse for a large number of complicated road information, but also more unable to offer the accurate decision for departments of transportation.The geographic information system (GIS) is an application system supported by the computer software and hardware, integrating the input, storage, query, calculation, display and synthetic analysis functions to the geography data. Its powerful geography data display function, the spatial database management function and the spatial analysis function have provided the powerful technical strut for the information management of the road transportation network.This paper specifically introduces the process of the analysis, design and implementation for Zibo GIS-T, based on the design and development of Zibo GIS-T. First, it analyses and studies thoroughly the GIS theory, the spatial database technology as well as the developments technology of GIS. Second, according to the facts of Zibo's road transportation network and the needs of the maintenance management, it builds the Zibo GIS-T data model using UML, Linear Reference and Dynamic Segment technology. Third, based on that data model, it creates Zibo GIS-T database so that both the spatial data and the attribute data of the Zibo roads can be stored in it. Last, based on the ArcObjects technology, it realizes the function development of the Zibo road GIS-T using ArcGIS 9.0 platform and the developing tools of Visual Basic for Application (VBA) and Microsoft Visual Basic 6.0. And these functions contain visualization, query, statistics, analysis, printing etc. of road network and events.
