In the world, "self-regulation" has played a great important role in the media management. The core content of journalistic self-regulation is to build and obey the rules of media ethics. Media ethics can not be separated form the development of journalism. Most of the western countries have found the system of self-regulation through media ethics code, and this system play a key role in the activities of journalism.As early as late 19th century, western journalistic industry started putting forward with establish every kind of code of ethics, and put them into the base of self-regulation. In 1874, the journalistic practitioners in Sweden established Sweden Publicist Sodality communication meeting. Apart from Sweden, Norway also started to build code of practice. Norway has already established "press arbitration committee" in 1910, which had ever been reshuffled in 1927.And PCC (the Press Complaint Commission) of Norway, which is a national media arbitrates and self-regulation organization, established in 1936. PCC is responsible for handling the cases concerning media ethics. The PCC code of ethics emphasizes, "journalism is a powerful weapon. Never abuse it." The recent Norway code of ethics is Ethical Code of Practice for the Press(printed press, radio and television),issued by the Norwegian Press Association on December 14, 1994. This code contains four parts," the role of the press in society", "integrity and responsibility", "relations with the sources" and "publication rules".Further study of the system of press council can not do without the view of ethics. Summarizing the development of the Norway journalistic history and taking the view of ethics, this article analyses Norway self-regulation system in William David Ross' multiple value theory in order to help developments of our country journalistic self-regulation mechanism.
