Ituran's interference-resistant, closed Telestrial Location System (TLS) uses military-grade technology based on spread spectrum techniques. It can locate and identify a vehicle in only 25 milliseconds, up to 30 individual vehicles per second. Vehicles are pinpointed to within an area of 30 meters, whether they are indoors or out, Telematics Wireless has proven itself both accurate and cost-effective. But the inadequacy of data communications capacity has block the use of this location system, hence requires the data communications resources from other wireless communications systems.The topic of this thesis is based on the research of the Telestrial Location System and the needs of the society. The SMS Information Platform discussed in this thesis relies on the position data acquired by the TLS, in the mean time, by making full use of the public wireless communications network; the SMS Information Platform sends the position information to the users' handset or vehicle terminal.Two different approach of SMS Information Platform has been brought up. One is based on the GSM module. By sending AT commands to the GSM module through the serial port, the SMS Information Platform can realize the function of short message sending and receiving. This approach to SMS Information Platform requires simple hardware and software resources and has a flexible structure, thus suits the initial stage.The second approach to the SMS Information Platform can access the mobile communication network provider's Internet Short Message Gateway(ISMG) directly by using the protocol provided by the network provider(CMPP 3.0 of China Mobile),thus realizing the function of short message sending and receiving. By access ISMG directly and by using various programming techniques, the SMS Information Platform based on CMPP can run correctly and stably.For the convenience of vehicle subscriber, a vehicle terminal design is given in this thesis. By utilizing the public wireless communications network, this thesis has meet the command of data communications capacity complementing to the TLS, thus realizing the function of vehicle dispatch.
