It is invaluable that combining the strong data processing ability of DSP with the advanced and high-efficient image compression technology, developing a video and audio coding system which is compatible to different standards.Video codec H.263 standard has been mature, and it is easy to code. And it is easy to realize it with the media processor such as DSP. The H.263 standard is widely used in the video conference and video telephone at present.The TMS320DM642 Digital Media Processor is considered to work well for people who use DSP at present. It is based on the C64x CPU, which is part of the C6000 DSP family. The DM642 integrates a number of peripherals to address the development of video and imaging applications, including three configurable video ports, EMAC and so on. It can be used for the development and application of the Media processor.In-depth researching about the theory of digital video processing and H.263 recommendation, exploring the operational principle programme structure sofeware framework and development technique. Based on them, designs a system realizing the video encoder and decoder in the platform of TI-DSP (DM642). This system is very small and fast, it could let people communicate fluently in high definition image. This system has great reference value for wide application use.
