Since the 1960s, with the appearance of INTERNET, Network Information Resources (NIR) and network culture has also emerged. Network Information Resources have been the most important resource in the society. The network culture has come out of the traditional culture and leads the trend of the the social development. Both of them have impact on the modern society through the INTERNET and have the important function. At present, the research of the Network information resources and the network culture is so many, but it is seldom to study of the combination of them. This point is just I want to talk about in the following party . first, this paper expounds the feature , law and management theory of the Network information resources and the network culture . then it inquires into the relationship between Network information resources and network culture and the advanced culture, last, it puts forward a view:at the guide of the advanced culture of the socialism , we should make good use of the principle and the advantage of Network information resources to construct the network culture of the Socialism with Chinese Characteristics, carrying forward the socialism advanced culture.
