With the fast growing of mobile telecommunication network, the category is numerous and the equipment is more and more complex, so the station and the function of the TMN (Telecommunications Management Network) become more and more important. TMN is a network that logically separated from telecommunication network. To control and operate telecommunication network, TMN communicate with telecommunication network through a standard interface (including communicational protocol and information model). TMN implements the management and control functions by using a workstation, include fault analysis, fault location and the performance analysis of the whole network.TMN is not only the standard of telecommunication network management put forward by ITU-T, but also a whole solution to get the goal of telecommunication network management. As the basis of the system design, TMN rules its management functions, management services, informational architecture, physical architecture and interfaces. Information architecture is the core of TMN, and the Management Information Model is the core of information architecture, so the Management Information Model is the key to implement the telecommunication network.Based on the basic theory of TMN, and with the network management information model as a target, this thesis has given an in-depth study of the theory of TMN information model, GDMO and ASN.1. Then, this thesis has built common data types based on ASN.1 using XML and an application architecture of abstracting GDMO elements to implement the function of NE management level in TMN. In the end, this thesis has built the GDMO middle information model by two tools in order to serve the integrated network management in 3G, and the two tools are MOCBuilder and MOListBuilder.
