The HLR and LMCC of new SCDMA core network are correspond to the HLR and LMCC of mobile network.All of data of user load in the HLR. Every LMCC is LMCC for service and every LMCC can communicate to all of HLR and at the any time ,the HLR is the only resource of users data.The signal of new SCDMA core network can be carried by IP network and be carried by SS7.The network have good expansibility and easy to enlarge the scale of network.
