With advantages of large capacity and high speed, Signaling System NO.7 is one of the essential techniques of modern communication network. It does not only transfer signaling among switches which is necessary in telephone network and integrated services digital network, but transfer various positional information among the mobile switching center, visiting position register, and the ownership register of the mobile communication systems. Further, it also transmits operation, maintenance and management messages in Signaling System NO.7.At present, perfect Signaling System NO.7 network have been set up as inner-networks of all Telecommunication network operators, such as CN, CNC, CM, CUT etc, in order to support the voice service, the intelligent service and other increased-value services. It is viewed as the supporting network of the telephone network, the intelligent network and various new services. Therefore, the security of Signaling System NO.7 is very important to the entire communication network security. Whether it is normal or not has a direct relationship with the reliability, efficiency, safety and stability of the telecommunication network.Based on the analysis of the network structure, routing, link reliability, and load balance etc, this paper points out that the link load balance is a hidden danger which effects the security of the Signaling Network NO.7. Due to lack of specific requirements and standards, the devices of SP(Signal Point), STP (Signal Transfer Point), IN (Intelligent network) have different ways on link load share which cause data related to link load in signaling network varied randomly. Moreover, uneven link load inclines to calamity, which causes breakdown diffusing as "the dominoes effect". This kind of things has occurred at different extent in some provinces or cities and causes bad result. However, there is not reasonable algorithm to guarantee the link load balance both in normal state and wrong state. The reasons lie in the variety of the network instrument, the complexity of the network structure and different services, and the difficulty of ensuring the whole network balance.Based on principles of the signaling link load, present conditions of telephone traffic network, intelligent network and NO.7 signaling network are studied.
