Remote Education is a perfect combination of Internet communication and traditional teaching technology. It utilizes computer networks technique and multimedia technique to benefit teachers and students who are at different places to form a large-scale and distributed teaching and studying circumstance, where they can share their teaching resource and benefit their advantages mutually. It is a hotspot in the research and application of computer networks. Analysis and development of a Remote Education System is very important and will make good sense. In this paper the framework of a Remote Education System is presented based on the study of history, function, importance and disadvantages of Remote Education . And then the core techniques used in this system, including the processing and transformation of text, audio and video as well as the research and implementation of Web database techniques, are introduced in detail. The scheme is based on the asynchronous teaching and individualized learning model in Internet. The system is loaded into'the information system of educational administration'and tested. In the end the overall and security performance of the system and the prospect is analyzed deeply. And the result from the system running and performance analysis is presented. This dissertation is based on author's teaching experiences and comes from the combination of X.T.U. Project of'Design and development of the information system for educational administration'. It is a design that directly faces to the requirement and avoids the blindness of the company. It has some advantages, such as lower cost, short period in developing and meeting customs'requirements, etc. This system adopts TCP/IP networking technique and SOCKET communication technique. More data can be processed when the teachers and students apply for the access. User authentication and multi-strategy backup as well as recovery techniques are used in this system. It can ensure the continuous service and correct education order.
