| The establishment of Management Information System and integration with IT are key works of present government's information construction. Even many commercial and general MIS products exist in market, which are not acceptable by governmental organizations, so they have to develop their own MIS base on special requirements of operation procedure, safety and security.Accoding to the background of factual MIS development, This dissertation adopts UML to deploy requirement analysis of object system for the purpose of precisely capturing system functional requirements and founding concise and specific visual models; constructs new mutil-layer framework that ehances the system expansibility after analyzing and synthesizing the 2 models of Factory and Facade; designs OA system based on workflow to make business procedure more flexible; proposes solution on project of safety and security to configure object system reasonable. With the difference of other MIS analysis and research works, this dissertations emphasizes particularly on designing on new framework, realizing system and proposing solution on system security that aims to supplying reference and fresh way for developing MIS.This article consists of 5 parts by combining aim system development process: 1) requirement analyzing by means of UML. Exerting use case, class and sequence graphic to analyze requirements of the target system and achieving the functions and the division of functional modules.2) proposing a new multi-layer framework based on Petshop and Duwamish, which combines the advantages of Fatory and Facade models. This framework supports CodeSmith in order to decrease errors of the codes. 3) importing workflow technology improvement and optimize business procedure to increase its efficiency and flexibility.
