Workflow management technology is an important computer technology in enterprise business process management. With the development and widely adoption of distributed object technology in the enterprise business systems, new requirements such as the interoperability and agility of these systems is emerging. According to the new application features, with combining the advantages of Web services and workflow technologies, Web services composition or web services-based workflow gives a new approach to the construction of Internet-oriented enterprise business system. Recently, Web services composition has become another highlighted research field of Web services technology and another important application patern of future information systems.BPEL4WS is a specification which is submitted by IBM/BEA/Microsoft. On the viewpoint of business process Web Services can integrate the service in the Web. There was a few of Workflow Engine which supported BPEL4WS Specification and it only provided by some Company. Base on the research of Workflow, The aim of our study bring a Workflow platform supports BPEL4WS Specification. In this thesis , BPEL4WS and current mainstream Web Services-based process description languages is discussed and compared, the model based BPEL4WS is analysed, the Graphic library is designed and implemented, and an extendabled generator framework is presented here.On the base of such above research, the modeling tool based BPEL4WS is designed and implemented. It may provide graphic modeling services, and implement the BPEL generator and BPR generator. The modeling tool may transform the graphic model of business process to the BPEL file, and deploy the Web Services which format defined as the BPR file to the EIBSP.
