With the rapid popular of Internet and growing demand of multimedia, streaming media technology has attracted people's attention and become one of the hotest issues today. The streaming media technology will become the mainstream of Internet application in the future, and will promote the reformation of the Internet framework.The main feature of streaming media technology is the real-time transmission of multimedia data stream, it has high demands of real-time transmission. Both the traditional Internet and its protocol were not designed for real-time application, and it does not provide any QoS's guarantee. So, How to improve the transmission of QoS's guarantee is the key of multimedia network transmission technology.Currently, there are two main strategies to improve QoS of network transmission: one strategy is based on network; the other is based on terminal. In order to improve QoS of Internet, IEFT has advanced three frameworks successively from 1995 including IntServ, DiffServ and MPLS. The three frameworks are typical strategies based on network, but it is very difficult to realize them, because the existing network equipments don't support the three frameworks. The origin thought was to consider the Internet which provide a "best effort" service without any QoS's guarantee as an "transparent" service, and realize all QoS control in application layer. The strategy based on terminal avoid this differences, it looks the existing internet as "transparent" services, and thinks that it only provides "best-effort" service and has not any QoS's guarantee, and realizes the QoS's control in application layer. The application cost of strategy is very low, because it dose not change existing network. So, the emphasis of the paper's study is the strategy based on terminal.The MPEG-4 video stream will be used as a research carrier in this text, we have researched in rate control, error control, congestion control, jitter...
