The flying progress of network technology leads to an expansive streaming media market. Many plans about the development and application of streaming media have been put forward by the domestic and overseas technology manufacturers. These plans can be classed into two complexions, one is fit for internet with low bit rate, the other is fit for special network, the first complexion has a poor quality and the second with too high expenses.On the basic of the actual need in teaching, this dissertation gives aparticular description of a streming media network--the campus network ofDalian Navy Vessel Academy politics department. We compress the AV media with the MPEG-4 on the campus network and commendably solve the balance problem between bit rate size and media quality under the limited cost.At first, the dissertation introduces some basic knowledge of streaming media and MPEG-4. Secondly it analyses the advanced technology of Xvid and mainlyintroduces the optimized part of what we did--the join of B-VOP. Thirdly thedissertation introduces topological framework of campus network, the technical advantage and the work of what we did on the network. Lastly the dissertationintroduces the selected platform of streaming media--Windows MediaTechnology, and it also introduces the making course of streaming media which is compressed with Xvid, many experiences of streaming media system are given on the basic of system test.Due to the limitation of ability and time, there must be some imperfections in this dissertation. For further research, it is suggested that the study of CMC in MPEG-4 and DRM in streaming media should be carry out.
