With the rapid development of the technology of multimedia, network and communication, traditional monitoring systems have been also in continuous process of updating and developing towards a new direction recent years. Under the conditions, Network Digital Video Monitoring System (NDVMS) comes out, which is a combination of corresponding technology mentioned above. The object of the project is to design such a new system with full functions.Network Cascade Video Monitoring System (NCVMS) is a new monitoring platform, which is mainly embodied in the following aspects: digitization of video, network of system, multimedia of application and intelligentization of management. The organic combination of modern IT with monitoring technology is fully displayed from just above-mentioned merits. Compared with the traditional monitoring systems, the quality of the images and the eficiency of the monitoring system have been greatly improved by NDVMS, and the reliable transfer through the Internet has been also guaranteed.Firstly, the dissertation introduces current research situations and developing prospects of monitoring system, and then expatiates on the important significance of the project. Secondly, the dissertation pays attention to the design scheme of software and thread pool model of NCVMS. Thirdly, the dissertation also discusses the realizations of other important functional modules in detail. By debugging and testing, the results have proved that the monitoring system has provided with good functions and stabilities. In the concurrent conditions, I propose a load balance model based on which a new solution for load balance is introduced.A new Load balance algorithm, named Maximun Network Bandwidth and Least Cost (MNBLC) algorithm, is proposed for this model.Finally, the results of simulation show that MNBLC achives better performance in the feature of load balance success ratio than the exsisting corresponsive algorithms. It can also balance resource well, especially for the resource that is short in the network. The dissertation summarizes the main achievement and correlative technologies according to performance and the structure of the system. At the same time, it also puts forward the further expectation and imagination in the future.
