| As an important part of design files, communication construction engineering budgetary estimate and budget play very important roles in the communication construction project management and cost control. Making a budgetary estimate or a budget is a complicated process which lots of data will be stored, analyzed and proceeded. With the development of computer network technology and office automation, more and more powerful budgetary estimate or budget making softwares are needed for the design and construction enterprises.The overall target of this study task is to design a Communication Constructive Engineering Budgetary Estimate and Budget System based on client/server model and electronic handwritten signature verification, which can not only be used to make a budgetary estimate or a budget sheet in single-user or multi-user network environment, but also be used in the whole process of communication engineering cost control and management, and can ensure the safe and responsibility confirmation of budgetary estimate or budget electronic documents.The paper introduces the automatical realization method of rate setting and rate association through the study of logical relationship between budgetary estimate and budget sheets. Then, the author studied and designed the interface with Delphi program to output standard format budgetary estimate or budget sheets.The paper also introduces the on-line electronic handwritten signature verification technique used to ensure the safe share and responsibility confirmation of electronic documents by inserting the signature in budgetary estimate or budget sheets and encrypting the budgetary estimate or budget files. In order to improve the database's performance, reduce the network cost and enhance the system operation speed, some optimal methods are applied in the budget and rate quota database design. At last, the paper introduces the overall design and implementation of this budgetary estimate and budget system. |
