Although the implementation of E-government has achieved great successes in China,we can not ignore the problems behind them, such as the Digital divide in theimplementation of E-government, which means the inequality on the development status ofE-government in different areas and different administrative levels, is becomingincreasingly severe. The purpose of this paper is to analyze the current situation of digitaldivide in the implementation of E-government and the causes, and then try to find somepractical ways to solve the problem. This article tries to find the facts which affect the performance of E-government, byanalyzing the data of the performance assessment of website, the GDP and theinformatization index in every province in China. The result shows that the performance ofE-government is mostly related to the informatization index, while the local GDP is onlyone of the determinants. The other factors include the focusing on the service to the public,planning the E-government as a whole, reform of the government organization and therecognition of the leaders. The Digital divide in the implementation of E-government inChina will cause the virtual inequality among citizens, and then only a small number ofpeople can benefit from the huge investment of the E-government. For the long term, thecollaboration of governments will become very difficult.The performance of E-government of counties is the lowest among the differentadministrative levels, and it provides direct service for a large number of people. Therefore,this article chooses it as a solution to solve the problem. The author analyzes the currentsituation, the significance and the characteristics of E-government in counties and pointsout that the implementation of E-government in counties should take cost-effective andpractical method and focuses on service to the public by enhancing the ability of onlineaffairs processing. The author designs a framework of the E-government of counties fromexperiences of successful case, by using the top-design method. This framework includesthree main parts, which are the internal network of the government, the virtual hallproviding the public services and the website. The collaboration of internal departmentsand the process of online affairs highly depend on the workflow system, which is partlyanalyzed and designed in this article.The author holds that it is imperative to deal with the problem of Digital divide in theimplementation of E-government in China and tries to give a solution by strengthening theimplementation of the E-government in counties.
