As rapidly increased railways engineering design task, computers relevant technologies are used much more broadly and deeply than ever in surveying and designing industry. Almost all of the designed files are managed electronically. How to manage and transfer designed files and how to manage job-flow becomes an urgent task. Facing the problem of numerous design task corresponding to limited design capability, we should at first find out the break-point among all the design phases and in data standardization process, and establish transferring data criterion, then establish a flow controlling/managing system for railways engineering items using computer network technology to meet the requirement of job dispatching, items management and data exchanging between designer.This paper discussed railways engineering and the PDM (product data management) of designing industry. After analyzing actuality of all main aspects relating to job-flow system (manual system) of railways engineering design task, such as design phases, design data, item management and job dispatching process, transferring process between specialties and data archiving etc., author brings forward a total solution for railways engineering design schedule control system, data safety, standard and interface definition for data providing to each other and automatically checking-up classification design files. This paper emphasize the fundamentality of ensuring data safety using technical and managing methods. Then based on the existing computer network of CRFSDI (china railways forth surveying and designing institute), we carried out a solution for railways engineering items flow control system based on job-table. The solution applied the essential theory of PDM to job-flow system of railway surveying and designing, applied the digital signature technology to designing and verifying of designed files. Also the solution used cutting-edge technologies for programming to convert from ORIGINAL-form such as DWG, Word, Excel, etc. to WEB-form, so they could be browsed with IE.The system developed in this paper plays a very important part in building the information base for railway surveying and designing integration.
