The Yellow River is a flow area devoid of water. The question of water-resource supply-demand is becoming more and more serious. It is of vital importance to prevent the stop- flow of riverway of the lower reaches of the river .In order to meet the demand of the work to use the water of Yellow River and to solve the problem of water resource supervision and control, We design the remote supervision and control system of sluice gates on Yellow River. It is a y effective way to strengthen the water monitoring and control ,to prevent the illegal diversion irrigation .With this system ,we can assure that Yellow River Conservancy Commission (YRCC) can directly control the sluice gates .It is also a scientific and practical method to prevent the Yellow River from stop-flow.The system is made up of five parts according to the geography location and operation authorization, i.e. the YRCC, the province-level institute , the city-level department ,the sluice gate management bureau and the gate room .In order to assure the dependability of data transfer from the Sluice gates room , the information (the signal of control ,status , hydrology and picture) between gate room and the gate management bureau is transferred by Fabic Cable. Accord to diffent conditions ,the information between the city-level department and the management bureau is transferred by wireless devices or Fabic Cable .The control computer in the gate management bureau as a server is connected with province-level control center through WAN. It can also realize the multi- district information share.The system adopted these following technologies: technology of modern advanced computer , PLC, network , communication , Field Bus ,distribution/ centralized control , digital picture code-decode technology ,fuzzy control , intelligent detection , the analysis of computer vision and picture and technology of remote and local wired/wireless communication.It is a integrated remote information picture control system with the multi-class authorization (the YRCC, the province-level institute ,the city-level department ,the sluice gate management bureau) which realized the supervision ,control and digitization of water resource management.We research the following contents and put them into effect:1. The automatic control of the gate, the automatic emendation of the height of the gate,the protect to the gate in the process of start and stop of the gate. The automatic measurement and acquairion of environment parameter 2.the automatic measure of the water level. 3.The super remote multilevel supervision and control system enable the YRCC, the province-level institute ,the city-level department ,the gate management bureau and the gate room to control the gate .At the same time , the gate return all kinds of Real-time information including the height of the gate ,the water level and the flux AThis system integrated a lot of network protocol including the RS-485 , the wireless LAN , the WAN and make the data transfer more quick and more steady .5. The technology of picture transfer and code-decode of picture improved the quality and transfer speed. Operator can control the camera including yuntai and lens from the remote place. 6.The system based on Windows 2k Server Jntouch and Wonderware ArchestrA. The system adopted the standard picture interface ,the stimulant picture and displayed the locate scene. The interface is friendly and easy to operate .There is deep study to WAN, the ways of video transmission , dynamic exchange of supervision and control data, the property of real time and fuzzy control arithmetic in this thesis. It also analyzed causes of the problem in the actual project and give the possible solve methods .The success construction of this system not only solve the problem of control and supervision of sluice gates on Yellow River, but also the design method is very useful to multi-point control in some area without developed communication.
