GPS satellite locating technology was developed in 1960s。The GSM digital mobile communication is developed in 1980's. The GPS and GSM can combine to a Mobile Locating System. Locator is a small information terminal with GPS and GSM technology to position and communicate. In Locating System, Locator receive the signal from GPS satellite, compute the longitude, latitude, altitude where the Locator is, and compute the Locator's speed too, transmit these data to Geographic Information System (GIS) server passing through Mobile Communication Net, GIS server will find the actual address from GIS database according to longitude and latitude; Authorized user can inquire the Locator's position by telephone, mobile,PC. The actual address from GIS database can be carried to monitoring and controlling center to monitor and control the Locator. Locator's hardware platform is made of the GPS chipset STB5610 ST20-GP7 of STMicroelectronics and GSM module, Its software kernel is made of GPS library function and Real-Time Kernel OS20。Locator is a flexible mobile locating platform, aimed at different application and need, we can develop a number of product. In this paper, the principle of GPS, the principle of GSM, the principle of locator, the hardware architecture of Locator, the development of Locator's software are mainly presented. There are six chapters in this paper. Chapter 1 introduce market demand of satellite locating, and task of this subject. Chapter 2 introduce principle of GPS satellite locating technology, the architecture of GPS system, brief analysis of GPS signal, and the principle and architecture of GSM, the principle of SMS. Chapter 3 discusses Locator's principle and hardware environment, design of Locating System with Locator, GSM net , PSTN, Internet, OS20 Embeded Operating System Kernel provided by ST. Chapter 4 introduce ST Embeded Toolset and ST GPS software developing environment.
