Having the features of reflecting the object being monitored, and ability to control vividly in true real time,multimedia surveillance system is becoming one of the most important means of modernization management, monitoring and control. One major hotspot of multimedia surveillance system is network video surveillance system., which takes the existing internet as a platform, adopts bran-new design concept, integrates the most advanced video compression technology around, embedded technology as well as network technology and then leads the third generation surveillance technology to develop toward digitization, networking and intelligentization.Embeded Network Video Server (NVS) is a typical representation of the network surveillance system. In the region of NVS study, the foreign countries get an earlier start and lead the technology. At present, the research of NVS based on H.264 is at the initial stage in foreign countries .Meanwhile, we have not found any public research paper on H.264 based NVS at home and abroad.Under such circumstance, this paper presents an available and applicable scheme of NVS based on H.264 for video surveillance system, which has such features as high compression efficiency, less bandwidth and storage space occupation. Comparing to MPEG4 based traditional multimedia surveillance system,the scheme has two main technical characteristics in NVS which are realization of latest H.264 and hard disk mass storage.Considering the high complexity of H.264 and the flexibility of the system, we designed an embeded multiprocessor hardware platform based on a cost dual-core DSP--BF561 and an ARM microprocessor, which can realize H.264 on the DSP and transplant embeded Linux to realize functions as system control ,web server and hard disk storage. Furthermore, it is proved in practice that this framework can achieve H.264-based multi-channel CIF format real-time video image acquisition, compression, hard disk storage, and network video releases.This thesis primarily describes the basic structure and function of NVS as well as the system's overall design scheme, then systematically exposits the hardware platform design and implementation of NVS based on ARM+DSP and finally presents the keypoints of system software design and direction of future research.
