Modulation Domain is a plane domain which is consisted of frequency and time of signals and shows the relation between frequency and time. It is a necessary field to measure signals in three-dimension space of signal (time domain, frequency domain and modulation domain).Modulation domain analysis offers a unique method for viewing complex modulated signals .Modulation Domain Analyzer (MDA) become an ideal and powerful instrument .It can be used in a wide range of applications including digital communication system, radar, electronic warfare system and mobile communication system etc. A practical Modulation Domain Analyzer has been made by our research group during the State's 9th five-year plan. At that time the analog interpolation technique was used to improve the precision of the system, but the performance was much lower than the foreign one. So the main objective of this project is to improving the system performance. Besides adding new function of pulse measurement, some new technologies have been adopted. The new instrument (MDPA) is more stable and improve the performance to an advanced level in the product of the same kind all over the world. The principle and theory of this measuring system will be introduced in this paper. the key techniques includes "zero dead time counter(ZDT)", "related counter", "positive and negative time base counter", "phase lock loop"etc. the emphasis is placed on pulse reshaping circuit design,2.5GHz high stable timing signal source development and implementation of I/O port driver programming in win2000 using C++ language. At the same time, some of hardware and system testing will be discussed and the measure results will be showed.
