Nowadays, GSM(Global System for Mobile communication) becomes the main mobile communication system for us. As we know, GSM provides the service for communications between the mobiles or the mobile and the PSTN(Public Switched Telephone Network). The Base Station Controller is a very important subsystem in GSM, and it is mainly in charge of radio resource management,cell configuration management,power control,hand over, and so on. The hardware of Base Station Controller consists of a number of processor boards, called CE(Control Element), that are interconnected via the DSN(Digital Switching Network).From the point of view of computer, every control element of the Base Station Controller is just like a computer system, which has its own CPU and memory. In recent years, the speed of CPU is increasing fast by two times every 18 months, but the control elements of traditional Base Station Controller still mostly adopt the Intel 80X86 family processor. In order to meet the increasing needs of our customers and make the Base Station Controller have the ability to support higher transmission speed under a continuous condition , we hope to port the present BSC software to a new hardware platform to get more powerful CPU. With the promulgation of the ATCA(Advanced Telecommunication Computing Architecture) which consists of several sets of specifications about the hardware of the network equipment, and to conform the trend of moving from the proprietary platform to modular and standards-based platform in the whole communication industry, the idea of porting our existing Base Station Controller software to a new hardware platform using ATCA standard for low level platform management comes into being. The Base Station Controller can make good use of the support of ATCA to have a very powerful hardware and network environment. To port the whole Base Station Controller software on the traditional hardware platform as smoothly as possible, we must try our best to change the whole existing GSM application software as little as possible, that is to say, to make the whole existing GSM application software mostly be reused with less modification.
