Communications Software Development Costs Assessment System

With the continuous development and the widely communication application of software technology, software costs are contributing to an increasing proportion of overall communication system cost. Without scientific estimating methods and accurate pricing methods, the purchaser and contractor have a big difference of the costs. And it badly restricts the software development of communication system. So it's need of a set of scientific and manipulable estimating methods and process. This thesis takes software cost estimating and pricing of communication system as research object. This paper widely surveys the software cost estimating technologies at home and abroad, analyses the Expert Judgment and Analogy or Comparative and Bottoms-up method in detail, compares the difference of PRICE S? and SEER-SEM? with COCOMO Ⅱ. According actual needs , this paper gives the model of estimating software development effort which bases on the COCOMO Ⅱ, and strictly deduce the parameter calibration and model verification arithmetic. This thesis surrounds the key problem of software data collection, analysis and application and has a deeply survey. It gives you two methods ( Software Measurement and Expert Judgment ) to collect software size estimating data. And based on definition of the logical SLOC (Source Lines of Code), it programs the private measure software. For the driver factors, the paper put forward a whole set of Expert Judgment method and process. And also it brings a method for finance data normalization based on the base year. In addition, it makes a series of sheets to collect the actual and accurate software development effort data via item group survey, material checkout and expert checkup etc. Based on data collection, the paper analyses some correlative data in detail, eliminates abnormal data.
