With deep reform in medical and pharmaceutical enterprise and rapid development of information technology, developing & researching hospital information system which satisfies both the hl7 standard and customer requirements are the hotspots in the field of computer application. It is also imperative for many large-scale domestic hospitals to build e-hospital in order to improve level of management and work efficiency.Hospital information system is more complex than other kinds of MIS. Its developing and implementing involve evolvement in traditional conception of hospital management. The present construction of domestic hospital information system makes some progresses, But in general, it still stays at the initial stage of construction. Most information systems which are running in domestic hospital are account-oriented management information systems. Most of domestic hospital information systems can't meet clinical need fully and not adapt themselves to development trend of digital hospital in the future because they have some disadvantages such as relatively simple and non-standard function etc. In this paper, having investigated actual conditions of Qi-lu hospital for many times and extracted advanced experience from domestic and foreign hospital, author proposes a principle that finance & clinic information threads should be made run through the whole software information system in terms of client technical requirements specification. That is to say, perfect account systems should be established by collecting finance information of income and expenses at first so as to attain patient-oriented general goal of hospital information system plan.HL7 standard is a standard protocol of application layer based on clinic business. It not only collects comprehensive clinic conclusions which are summarized and abstracted but also corresponds with design principle from top to bottom. Message protocol in HL7 offers various standard interface formats of application software which manufacturers design and thus it has large flexibility of design for protocol standard. HL7 makes it possible that various systems between clinic organizations share information resources. All these form the basis for GMIS phase which Qi-lu hospital enters into by realizing telemedicine and application of internet. HL7 standard is both international standard applied to clinical message exchange and current one which the Ministry of health specifies in the field of clinical information. DICOM 3.0 standard adopted in PACS is part of HL7 standard.Lucent Technologies SYSTIMAX SCS are chosen as a communication pathway and transmission control platform of Qi-lu hospital intranet. This Ethernet adopts star topology architecture and uses TCP/IP as main protocol for communication. Backbone employs Gigabit Ethernet and is connected to the MDF via 100 MB fiber. 10M/100M self-adaptive Ethernet interfaces are provided to desktop. This software system combines C/S structure with B/S structure,Visual Basic 6.0 which has object-oriented toolkit and a set of visual controls are chosen as an development tool in client, SQL Server 2000 which has high reliability and safety is used as DBMS in server. Common m odule loading all subsystem directly call one common dynamic link library in client, database varies with subsystem. Operations and maintenance of all common data from hospital information subsystem are performed by common data maintenance subsystem configured in server of hospital information center.Based on above researches, the author provides a total Qi-lu hospital information solution which is based on hI7 standard and has relatively complete functions according to software engineering method, and the relevant procedure of project performance is established. Author use rapid prototype method to build an initial system prototype, and then iterates t he requirement for many times and improves constantly the above prototype until the final system which has complete function and meets the performance testing target is formed.
