Today, the information technology, and the network technology, and the communication technology and the multimedia technology have extended to every field. At the same time, the video monitoring is developing that changed from the conventional to digit and network monitoring. Based on the conventional remote network video monitoring system, the paper is explaining the realization of the improving video monitoring system by use the new standards and protocols. My task is to realize the transmission of remote network video monitoring system and control the quality of network transmission.At present, the video watching system has composed of two parts. One is the server, the other is the client. The function of server is to collect the image, and encode the image, and encapsulate the RTP package, and send the data. The function of client is to receive the data, and decode the image, and play the data.In our system, the protocol of encoding has adopted the MPEG-4, and the protocols of the transmission adopted the TCP/IP and RTP, and the playback adopted the DirectShow technology. Additional, we adopted the socket technology to realize the transmission of remote network video watching system, and bring forward the method that transmit multi-data stream with a socket. Furthermore, in order to control the mass of network, we have used the QoS to control the transmission.In this paper, the first chapter has introduced the evolution of monitor system and the framework of the paper. The second chapter has introduced the main technology in the video monitoring system. For example, the digit video encoded technology, and the network transmission technology, and the storage of large capacity technology, and the QoS controlling technology, etc. The third chapter has introduced the designing scheme of this system and the adoptive protocol of the system. The fourth chapter has introduced the process of realizing the network transmission. The fifth chapter has summarized the paper and brought forward a new problem, which must be resolved at once.
