At present, the scale of computer network becomes very large and the complexity increases greatly, one network consists of a number of subnets, which may be based on several network system platforms and the devices provided by various manufacturers. All of these factors form a great challenge to the network management administrator. As the users demand more and more on the QoS of network, large IP network service providers require reliable network management system with high performance to manage network effectively, which enable them to provide customers with high quality services and strengthen themselves in the competition.Network management is a very important technology in computer network. It consists of five functionalities: performance management, configuration management, fault management, accounting management and security management. IP network management system must manage effectively the various computer systems, various network devices that using different protocols, and have complete network management functionalities and high usability, providing IP network service provider with methods of network management and decision-making. So, the IP network management system has high theoretic, social and economic signification.The need in network management market is quite large, but almost all of current systems are insufficient. As Network Management Systems are large and distributed software systems, the current systems are suffering from the scalability and flexibility issues common in today's technology. Fortunately, Java and J2EE technology offers a possibility to find a solution to these problems. This paper will present the design of network management system using Java and J2EE technology, and discuss the solution of the certain problems.This paper first introduces the basic theory about network management, covering the basic concept of network management, the five functionalities of network management, and the architecture of the network management. The popular Telecommunication Management Network (TMN) is discussed then, bringing forth the important conception of the application of TMN four management layers in IP network management: the IP network management can be divided into device network element management, network management, service management and business management. The device network element management communicates with network device, and as the core part in IP network management, it is the emphasis of this paper.Secondly, this paper analyzes the various network management protocols in detail, including the standard network management protocols (such as SNMP , CMIP) and CLI protocol. The analysis is mainly on the three versions of SNMP and Management Information Base. With the comparison between SNMP and CMIP, both advantages and defects of them are pointed out.The paper discusses the advantage of the application of J2EE in distributed network management and addresses the two technologies of EJB and JMX in J2EE in detail.What's more, based on J2EE, we provide the total design of device communication sub system, and its implementation is discussed in detail. First we introduce the total skeleton and characteristics of network management system, then depict the design and implementation of the automatic discover module used in configuration, performance and fault management.Finally, according to the problem when the network management system is operating, such as slow down or delay etc. I present the task assignment algorithm base on the adjustable valve danamically, depic the logic of algorithm and the testing ruslt base on the OPNET.
