H.26L has been advanced as a new video encode standard by ITU-T (International Telecommunications Union).The standard is still in the develop phase. Comparing the old video encode standard as H.261 and H.263, H.26L brought forward a series of news method, which could improve the efficiency of encoding. Then the H.26L can improve the quality of the pictures under the same compression ratio.The main topic of the thesis is talking about idiographic realization of encoding and decode based on H.26L for finding the best compression ratio. Furthermore, this thesis will bring forward a new encode method based on block-unite.First in chapter one, the author introduce the process of constitute H.26L and the board range in which the standard could be applied. H.26L be better than the old video encode standard in some guideline, and it can realize some new function. We will introduce them in the chapter, too. In the last part of the chapter, the author will introduce the mostly improved idea and aspect aim at H.26L in this thesis. In chapter 2, at first the developmental process and board application of video encode standard are introduced here. Then will introduce the holistic flow of H.26L and the new ideas: researching the MV (motion vector) with higher levels of spatial accuracy,integer DCT Transform,quantization which the step sizes are increased at compounding rate of approximately 12.5%,intra prediction and coding and inter predication and coding. In the last part of the chapter, the author will detailed introduce the five news idea.In chapter 3, based on the emulational result, the author will compare the different results between realizing different coding arithmetic. It can show the advantage of H.26L.In chapter 4, the author will describe some ameliorations about motion estimation,quantization,encode and eliminate the domino effect of diamonds based on the framework of H.26L. During the motion estimation, adopting the algorithm – PMVFASTER, and comparing the characteristics between some correlative algorithm; In the aspect of quantization, adopting and comparing two kinds of rate-distortion algorithms in order to optimize the steps; About encode, the author will bring forward a new encode method based on block-unite, which can improve the compress-rate of the pictures effectively. At the last part, the author will adopt interpolation on double aspects to eliminate the domino effect of diamonds. Furthermore, the author will introduce the all-pervading format used saving picture – YUV in this chapter, then the reader will can comprehend correlative parts well.
