Water meter, ammeter and gas meter automatic data collection system, shortened form Three Meter Data Collection System, is the important basic platform and the important content of the city information construction. The paper studies and discusses roundly the application of water meter, ammeter and gas meter automatic data collection system. At first, the paper introduces the development foreground and design blue print of Three Meter Data Collection System. Secondly the paper has an in-depth study and detailed introduction about the subsystem of Three Meter Data Collection System-Collection Device Terminal. Based on the above study, penman designs a Collection Device Terminal circuit board, and designs the corresponding software by C language and assembly language mix program method.The paper has a detailed introduction to the software and hardware of the power circuit, micro-controller circuit, power stakeout circuit, communication circuit, data storage circuit and display circuit of the Collection Device Terminal. For the hardware design of every function module, the paper introduces the chip's features and usage manual, shows the circuit diagram, and introduces the work principle in the end. For the software design of every function module, the paper introduces the communication protocol program, meter-data collection program and remove dithering program importantly. At the same time, the paper introduces the C language and assembly language mix program method and the Integrated Development Environment Medwin.At the end of the paper, penman summarizes the questions, difficulties and experiences met in the design.
