During 2001, we designed, organized and implemented the Real-time computer control system(software part) of electronic component manufacture for an Industrial Parent Company. This system has been mainly used in the Real-time Environment to control the elements quantity of A, B, C, D, F etc. According to customers' system function requirements , we designed the whole structure and did a lot for the stabilization of this monitoring and control software -including the frame mold set up, data structure design, computer hardware equipment choice, programming language choice, programming procedure, system test, as well as the safety and security of data transmission. After making great efforts, We have successfully fulfilled the whole system software by using Windows 98 Operative System, Borland Delphi, Assemble Language, Turbo C, and Windriver. This software has been applied in many factories in Nanjing and Kunming and achieved great result. The whole system has replaced the original similar system made in Germony.Based on this system , the paper discusses how to use Delphi to develop monitoring and control software in Windows Operating System. According to the contents sequence related to the project, the whole paper has been divided into fours chapters. Chapter one tells something about HMI (Human Machine Interface) Design. HMI Design should be fulfilled firstly in the project. This chapter refers to how to design rational?easy use HMI. Chapter two and chapter three discuss the main technology, which are used to make designed HMI to run as a program. Chapter two includes waves filtering and data pretreatment in measure and control system, how to operate A/D card and D/A card with Delphi, Delphi and Windows message, the realization of output control by keyboard with Delphi. Chapter three includes measure and control software design in windows?the theory and realization of high precision timer in windows, the research of realtime database in computer monitoring and control platform. Chapter one, chapter two and chapter three talk about how to realize specific functions and show some pivotal codes. On the basis of realization, chapter four discusses how to develop in high level with code design. This chapter includes polymorphism in OOP, OOP and code design. The codes in the paper all used Object Pascal and MASM.
