Henan Telecom broadband IP network and MAN had been basically constructed. The fulfillment of this project weight greatly in increasing Henan Telecom's competativeness in broadband market, developing new value-added points and fully promoting the informative construction in Henan. In the constructive process of Henan Telecom broadband IP network and MAN, due to network protocol logic structure,complicated parameter configuration and other reasons, there were many problems in the network. Especially when many ADSL/VDSL and FTTX+LAN users were connected to the broadband IP network access layer, broadband applications were provided in big amount, many problems need to be solved in short time emerged in the broadband IP network. Under this situation, in the article I completely analysis and state the problems existing in Henan Telecom broadband IP network, its solutions and construction scheme; research and analysis the provincial 163/169 network cutover proposal; and study the construction proposal for boradbank access authentification system and broadband applications system.Through analysis to exsiting problems provided by each cities's and Henan Multimedia Network Managmenet Centers, backbone network and NAT routing and traffic data, we found the main reasons. Pointing to the problems, optimization proposal to Henan broadband IP network is raised; new target structure for broadband IP network and MAN is generated; optimization design is created for network topology, network protocol logic and network gateway etc. The optinmized network topology is basically the same with previous one, but with quite a number changes on gateway: changed from former GSR 12016 to GSR 12416 via 2.5G circuit connecting to policy router, then direct to national backbone 163 network GSR 12016,among which NAT equipemtn PIX 535 access to the new added policy router. The network protocol logic changed a lot after optimization: cancelled VPN 163 and VPN 10,backbone network and MAN adopted single OSPF routing protocol, core layer GSR router is area0,the other cities' 12016,6509 are different areas。The whole netowork is single AS, EBGP is used inter AS,IBGP is used intra AS,each city is a Cluster,each city two 12016 are set up as router reflectors.Henan Telecom broadband management system takes advantages of extended DHCP technology, adopts central accounting and distributed access, sets up the authentification and accounting center in Zhengzhou, whereas each city has its own management functions, provides users good authentification system and flexible accounting, and solves the problem of address spoofing. In the research and analysis to the optimization and cutover proposal for Henan Telecom broadband IP network and MAN and the cutover proposal for 163/169 network,key problems in smoothly transition from MPLS VPS router to centered policy router are analysised, two functions exist at the same time during the cutover, and cutover VPN 163 and VPN 10users to Global,uses PBR, whereas non-cutover users uses routing. Two kinds of users go through own gateway separately. After all users are cutover to Global, cancel MPLS VPN routing. It should minimize switching time in the 163/169 network cutover, so as to ensure consistant service. The cutover should be based on city, with users' setting, network addres and aceesss routing remain unchanged, and relating authentificatio/accounting system, DNS connected transparently.
