On the base of deep research of Virtual Instruments and distributing network technology, we design a distributing network monitor and diagnose system based on .net. This system is developed for a national 863 project, RLV (Reusable Launch Vehicle) Healthy Monitor and Diagnose Technology Research. We hope it can be used in the land remote monitoring and diagnosis.The paper describes how to develop this network monitor and diagnose system. Data acquisition based on PXI, design and accesses SQL Server database, network remote monitor based on ASP.net and remote diagnose based on web service have been finished. A RLV healthy remote and diagnose system is developed and achieve prospective aim.This system can be used in many remote monitor, remote diagnose and remote decision-making system. Compared with older system, this one is faster in development, easier in maintenance, safe, and also supports motion equipment. So this system has value in application and good foreground.In this system, the latest network program technology and software development idea have been used for reference. The system is designed based on module, and has a three-layer structure. Compared with other distributing program, this one is better in maintenance, promotion, and is safer. In this paper, web service is used in the field of remote fault diagnose. The excellence and details in development are also described. Remote diagnosis becomes easier to use and develop, and also some business value can be found in this way.
