Management information system is a research subject of the database in application domian, and it is a complicated system project. With the development of information construction, businesses and requirements of the user change frequently, which inevitably bring the change of the data construction, however, traditional design methods fail to deal with it. To avoid keeping modifying the program and reduce the load of maintenance, new design idea is needed to provide MIS with higher flexibility and generalibility, to open some data construction and functions to enable users to define and design.This paper first makes a further study of the methods of how to improve the maintainability of software system, then points out that establishing the notion of maintainability at the beginning of developing software to provide it with some self-adaptability is an effective way to improve the maintainability of software system. Later, one way to realize the self-adaptability of software system is presented, that is to provide the software system with the characteristic of configurability. Consequently, this paper emphasizes on the study of the thoughts and the application products in realizing the configurability of software system at home and abroad.Finally, aiming at the present situation of Water Information System which rely too much on data, one construct to realize the configurability of the software system is put forward. Based on this construct, the method of using data-dictionary to realize general querying is improved to design the pattern of general querying in Water Information System. The database application system being realized on this pattern can be viewed as a framework to be configured by users with configurable tool to alter the database source or the data construction in database, which provides the software system with better generalibility.
