Recently, MPEG-4 has become a very promising technology for video compression, which could enhance the system's quality and capacity. This thesis begins with the introduction and compare of the video compression standard in common use, as well as the explanation of the new technique in MPEG-4. Secondly, the algorithms used in MPEG-4 video compression standard are explored in detail, and we deeply study the algorithms including motion estimation, DCT transform and quantification. In theory, we improve on the algorithm of diamond search in aim to reduce the count amount in the same quality.The video coding standard MPEG-4 which used frequently in stream media transmission and the real-time transmission protocol RTP/RTCP which used in MPEG video stream transmission will be introduced in the thesis. Based on those, the factors, which affect the quality of real-time video stream transmission, will be analyzed in end-to-end system and network layer. The TCP-friendly congestion control mechanism based on model congestion control, which is widely used, will be concluded in the thesis. Some algorithms, which are all based on model, are introduced. On the base of analyzing TFRC algorithm, an improved scheme is presented. The result of NS network simulation experiment proves that the new algorithm has sending speed smoothness and is TCP-friendly, and also can set different video objects based on user interesting according to priority.
