A low phase noise synthesizer in Ku band is studied in this paper.It is got by up converting sampling phase-locked source and agile synthesizer in L band.In the method,DRO PLS is applied to be local oscillator to assure low phase noise performance and synthesizer in L band to assure high agile synthesizer speed. Agile synthesizer in L band is designed with MCM technology and sampling phase locked source,power amplifier in Ku band are developed with HMIC technology.The size of synthesizer is 30 × 80 × 95 mm3 ., The testing result is that the phase noise is below -95dBc/Hz(10kHz),the agile time is below lOus and the spurious suppression is below -70dBc.
