According to range of the world, OA , networking , e-government, the overall information sharing is the trend of the times. In some developed countries, the E-government system has already entered mature period. Our country is building the E-government system too. It is problems how to develop an E-government systems at present. But some relevant theses are mostly analyzed from respects such as the current situation of the development, function, structure and importance of setting up the E-government system, etc., a whole set of schemes which develop the E-government system aren't provided .The present paper is aims at these question to launch the discussion, its main content is:1st, in the foundation database of e-government involves in construction and development strategy. It is the questions that construction a foundation database is very difficult ,how to share these Foundation database information system ,how to design these database system .Moreover ,how to design a security database should be consideration .2nd, studied a method about how the system is designed with UML ,This paper uses UML as the modeling language, Rational Rose as the analysis and the design too ,Completes from the system analysis to the system design, the code integrity transition.3rd, The technological characteristics and basic functions which should be included in an E-government platform are introduced.An overall business model,platform structure and running environment of the E-government platform are described after analyzing three kinds of E-government business models.A realization scheme of the portal system is described from such...
