Along with Internet fast fierce development with thorough universality, the e-government is taken into more and more account by all countries, its information security also becomes increasingly important. Net security and data security is main two aspects of e-government, fire wall, physics of network insulate, the virus guards and checks and etc. are adopted to passively solve net security; and data encryption is mainly adopted to actively solve data protection. Public Key Infrastructure (PKI) sets up the encryption/ signature system, can combine above two kinds of methods organically, resolve the data encryption, the data integrity, data undenied and double e-identity confirmation and etc. security problem, and can carry out the security of communication and transmission by Internet. How to set up a scientific e-government system based on PKI, becomes the people's point of the research recently. In order to strengthen the safety of the e-government system, simplify the development of the software and raise the utilization of the software, this thesis has researched and devised an e-government security service platform independent on the application system to undertake safe working talent of the whole e-government system. CA again called the certificate authorization center is an authority organization that issues and manages the digital certificate, it resolves the safe problem of an attestation of identity confirmation. It is a core of PKI and this platform. For this, this thesis has gone deep into study the theories, algorithms and technologies of encryption and digital signature, and divided the CA into seven servers, two databases and an API interface in light of concrete application of users. Signature Server realizes the function of encryption and digital signature as the core part of CA. So this thesis has studied its concrete function, sorted out the functional block and chosen the Encryption Block as realizing object, and applied for VC to initially realize algorithm program and provided the contrast figure entrance between users'desks and various concrete operations.
