The paper mainly deals with the following two aspects: firstly,the development and appliance of the Database on INTERNET and the technology of dynamic exchange; secondly, the construction pattern and the practical method of the facility information system in colleges and universities.With the widely-used technology of INTERNET,rapid progress has been achieved in the field of the new Database system within www and the new B/S structure are gradually taking the place of traditional C/S. How to, as developers, carry forward and develop the advantage over technology on the Web and how to, as new and potential MIS users and Web developers, develop safe, reliable and open distributed application system on the newly-developed three-tier structure, are the two tasks both the domestic Database users and those engaged in IT are seriously faced with, This paper intend to try and dabble at both two tasks mentioned above.This system, based on B/S model, with WINDOWS NT as its platform, develops an Web-based system for the facility managing system at colleges and universities by applying into practice the ASP+SQL SERVER as the technology for Database. The operation of this system in the Department of Facilities and Supplies in LIT shows that the Web-based MIS enjoys incomparable advantages so that it has changed completely the confined and conservative managing model into a new stage both in quality and standard Therefore, it functions in long distance inquiry and process, enhances the purchasing control and perfects the capital assets management.The system has been all over the campus,which makes it easer and convenient to operate and consequently meets the needs of second-level management in LIT.In this way, we get to grasp the way to set up the system of dynamic exchange and to develop the Database with ASP thus penetrate further into the feature of SQL SERVER and consequently put into practice ,ALL of this will lay a solid foundation for the Web Database and at the same time we can accumulate our knowledge and experience.
