In our country, GIS is widely used in many fields. But, its application in the area of replacing plowland with forests is currently seldom. In this paper, the development of GIS based replacing plowland with forests information system was discussed in detail. Establishing such a system can provide highly reliable data for government, and it is necessary for policy making and macro command.In this paper, the GIS techniques and the national geographical database of China at the scale of 1:250000 as a major data source were used to make a quantitative analysis on the variations in terrain feature, topographical slope and aspect as well as their relations with the spatial distribution pattern of plowlands YunNan Province. The method of spatial analysis is applied in this research. The impacts of natural environmental elements of the region on the plowlands distribution patterns were also explored.The following is the author' s main work: the development of GIS and current research hot topics were reviewed, investigated the structure design of the whole system and the key methods of each module, applied ArcView to develop the replacing plowland with forests information system of YunNan Province as a case of practical application, accomplished spatial buffer analysis, spatial overlay analysis and spatial data query , the developed software can meet user' s demands.
